HJR 11 Sponsored by Representative Jim Lembke, proposes a constitutional amendment prohibiting human cloning and authorizing the General Assembly to enact laws regarding health care research.� HJR 11 needed to pass through the House Rules Committee, before it could come to the House Floor to be debated.� The “do pass†motion failed by one vote.� House Republican Mike Parson voted NO along with other committee members who have openly supported human cloning and embryonic stem cell research, and blocked the bill.
